TORONTO - A proposal to allow coaches to request the video replay official to review and possibly overturn a ruling of a missed field goal or extra point has been approved by the Canadian Football League's rules committee.

"It's vitally important to ensure we get potential scoring plays right, and video review has proven to be a tremendous asset, especially in an age of high definition cameras in multiple locations," said Tom Higgins, the Canadian Football League's Director of Officiating.

The rules committee is also recommending that coaches be given more flexibility in how they use time outs.  

It approved a proposal to allow coaches to use both of their time outs at any point during regulation time of a game, as long as they don't use more than one after the three minute warning has been sounded near the end of the game.

Currently, coaches are only allowed to use one time out per half.

The Rules Committee - made up of head coaches, general managers, team presidents, league officials and a representative of the CFL Players' Association - wrapped up its annual gathering here today.

Its' recommendations are now subject to approval by the CFL Board of Governors later this Spring.

The committee tabled a proposal to eliminate blocks below the waist, or "low blocks", unless they are executed between the tackles along the line of scrimmage by interior linemen or by other stationary players three yards on other side of the tackles.
Members requested more data on injuries and more study on the potential effect on the running game.

That proposal would have eliminated open field blocks below the waist on running plays and screen plays, after previous rule changes had effectively eliminated them for other types of plays.

In the meantime, the committee has instructed CFL officials to broaden the interpretation of what constitutes an illegal low block to better protect all players, by requiring that blocks be clearly delivered from in front of a defender.

It voted down a proposal to change the penalty for pass interference from possession at the point of the foul to a specific yardage penalty and an automatic first down.  

Also rejected was a proposal to change a rule to allow a player who loses his helmet in the act of catching a pass or recovering a loose ball to participate in the immediate continuation of his attempt to gain possession of the football without penalty.

Personally I would like to see a change to the PI penalty. the current rule of point of foul assumes that the reciever ALWAYS would have caught the ball.

that's not the point!! just like an OL who holds the rule of point of foul assumes that a DT would make the tackle!! right or wrong?

so just quatify it and make it consistent, The problem is a PI can be 5 yards on one play and 50 on the next. I'd just prefer 15 and an automatic first down or something like that.

For the most part all pretty good decisions, the best one is the video review expansion. In my humble opinion, video review is the best thing to happen to football NFL & CFL in a very long time. Many other sports would benefit by it. It usually makes the refs look good with the right call, but occasionally its not, so why not get it right. That includes field goals and kicks. Now how about video reviews on 13th man penalties, lol

so lets say Duval "misses" that field goal (the second time) in the grey cup or at least it is called that way. The video rreplay shows he made it. how would you and all of the fans and Motreal feel then? at least we wouldnt be having all of the 13th man jokes that is for sure lol

My issue has to do with chronic traumatic encephalopathy. Any helmet-to-helmet tackle should be called - with a ejection in cases ruled intentional by any of the referees. Any tackle achieved using the helmet first should be reviewed and if verified, penalized. It used to be called 'spearing', and it's outright dangerous and illegal. And it kills players' brains, both those who dish it out and those on the receiving end. I think any tackle that looks like intent-to-injure should be called - you see blind-side tackles that are unnecessary all the time. That isn't football, Billy. That's minimal traumatic brain injury at the very least.

Glad that only one time out can be used in the final three minutes - otherwise it would be too disruptive to the end of the game which can often by very exciting!

I agree .. too many time outs will lead to NFL style ending where the last 3 minutes of the game take longer than the rest of the 4th quarter. I like to drama of the CFL final minutes and the requirement to manage the clock and move the ball or lose the game!

i dont get this comment? if it means they get it right then is that better. look at the NHL .. some pretty bad misses on things that were really basic like offside that led to goals and no way for teams to address/challenge. looks bad on the league if they dont use replay to get it right at every chance that is possible! there are limits but scoring plays should all be reviewed or have a chance at a challenge to review.

players make mistakes, coaches make mistakes, fans make mistakes, broadcasters make mistakes BUT officials have to be perfect!! I'm not totally against video replay BUT not everything!! I want it to remain a human game not a rollerball riot!!

Sensible decisions. We want to protect players from serious injury. Low blocks are dangerous, players know this. But we don't want to ruin the game. I think the league, and everyone involved needs a clearer definition of "Pass Interference". BUT Enough with the endless video reviews, let's get on with the game. Sports involve human beings performing: sometimes well,sometimes not. That includes the officials. Train them and pay them a decent salary!

WH: has nothing to do with the players as you very well know!! have officials earn their raise on the field as the players do!! paying more for something doesn't make it better!! do you have any idea the total payroll for a CFL team per year? from top to bottom? you would be very/very surprised!!
