The five-foot-11, 175-pounder spent the previous two seasons with the Saskatchewan Roughriders.
Francis, 26, had 53 defensive tackles, 10 special teams tackles, one quarterback sack, one tackle for a loss, two forced fumbles and one fumble recovery last season.
“Daniel is a versatile defensive back capable of playing a few different positions,” Ticats general manager Bob O’Billovich said in a statement. “We expect him to make an immediate contribution to our team.”
Francis has also spent time with the NFL’s Washington Redskins.
